As a Kansas Medicaid HCBS Waiver Participant, you have elected to self-direct your services and act as the sole employer for your workers. We are here to support you as your Financial Management Services (FMS) provider. As an FMS provider we provide the following support services:
- Medicaid Billing
- Payroll processing for your workers (your employees)
- Information and Assistance in self-directing services
Within the self-direction model and Kansas state law (K.S.A. 39-7, 100), beneficiaries have the right to “make decisions about, direct the provisions of and control the attendant care services received by such individuals including, but not limited to selecting, training, managing, paying, and dismissing of the direct support worker.” The beneficiary or the beneficiary’s representative have decision making authority over certain services and takes direct responsibility to manage these services with the assistance of a system of available supports. The beneficiary or their representative is the employer. Helpers, Inc. is the Financial Management Service and not the employer.
